October 2023 Update


Capreon have continued to progress proposals for Jacksons Field, informed by ongoing communication and feedback from Buckinghamshire Council Planning Officers, with further information and an update provided below.


Overview

The outline planning application for Jacksons Field that was originally prepared and submitted in June 2023 was held up in validation. This delay related to matters of the Description of Development regarding access, whereby despite the efforts of Capreon and Officers, it was not possible to reach agreement. However, to ensure the proposals for Jacksons Field can be progressed, Capreon have agreed to modify their planning application approach to allow for the two potential access arrangements to be dealt with via separate planning applications, as detailed below. 

  • Two outline planning applications have been submitted by Capreon, for up to 72 dwellings, with all matters (access, appearance, landscaping, layout and scale) reserved for future approval. 
  • The form of the development is identical in each application, although each application involves a different access proposal, allowing for the potential future development of both Jacksons Field and Hollands Farm sites (i.e., the comprehensive development of the Site Allocation BE2). 
  • Prior to any future development of the Hollands Farm site, both planning applications promote a single point of all-purpose access via Bridgestone Drive with only emergency, pedestrian and cycle access via Princes Road.
  • Upon any future development of Hollands Farm, the first Capreon outline planning application (referred to as Application 1a) proposes that vehicular/pedestrian/cycle access will be taken from the existing Princes Road and Bridgestone Drive, with a new access to be provided linking into the Hollands Farm site. This will provide a link road through the combined development linking Princes Road (and Cores End) with Hedsor Road, with a new roundabout on Cores End Road.
  • The second outline planning application (referred to as Application 1b) seeks an alternative form to that outlined above, with vehicular/cycle/pedestrian access proposed from Bridgestone Drive, as well as a new access point into the Hollands Farm site. 
  • Importantly, access from Princes Road will be restricted to emergency vehicles only (along with cycle and pedestrian access). 
  • Both planning applications seek alternative forms of access when they come forward with the Hollands Farm scheme. 
  • The scheme masterplan and site red line plan remain unchanged with respect to both applications.
  • The additional supporting documents submitted to the Council, including the Environmental Statement, fully consider the implications of each planning application, having regard to all relevant planning and environmental considerations. The effect of the alternative access arrangements for each application are demonstrated in the planning submission to be materially indifferent, other than in respect of transport, noise, and heritage.

Capreon have submitted outline planning applications with all matters reserved. This means that detailed design matters such as building appearance, site layout and details of landscape will be provided later, under separate planning submissions known as Reserved Matters.
